  • Provided review and oversight on specific real estate issues as directed by the General Counsel; provided advice and counsel to the Office of the Attorney General regarding cases related to real property recordation and transfer tax issues and exemptions; in litigation, assisted the Attorney General in protecting significant, revenue streams and defeat challenges mounted by taxpayers in the Superior and Appellate Courts to preserve material provisions of the recordation tax law to continue to tax Security Interests.
  • Primary Counsel to coordinate input from the Attorney General's office and Office of Tax and Revenue staff persons for publication of the District of Columbia's Proposed   Emergency and Final     Rulemaking for Tax Sale Regulations, promulgated the current     regulations, rules, procedures and guidelines for litigants and stakeholders seeking remedy when the Complaints to Foreclose the Owner's Right to redeem are filed in the Superior Court.
  • Primary Counsel to coordinate input from the Attorney General's Office and the General Counsel's Office in the Office of Tax and Revenue to restructure and disseminate new revisions of the Estate and Inheritance Tax Laws that impacted millions of dollars in revenue collections for the City.

  • Responsible for giving official notice of all recordings relating to the right, title and interest in all real and personal property in the District of Columbia; responsible for the administration of the Recordation and Transfer Tax Laws for the District of Columbia as well as for the promulgation of rule-making with regard to taxation and fees administered by the Office of the Recorder of Deeds.        
  • Initiated and implemented new technology for the current automated access by using digital technology to position the Recorder of Deeds to be a world class operation.  The current system scans current recordings to digital images, converted archived microfiche   and microfilm images to digital images to facilitate worldwide access and distribution of recorded real property information to government, commercial and private entities via the Internet from 1973 to the current date.
